He has files available that detail the results of his investigations and the reduction in traffic on PARC's ethernets when they replaced the cheating chips with chips that follow the rules. His email address is wirish@parc.xerox.com I'm sure he can give you a pointer to the server that contains his results and might know of the magazine article you are referring to.
